LOS ANGELES — In a dramatic rematch that underscores deep divisions over the future of the nation’s largest sheriff’s department, incumbent Sheriff Robert Luna is set to face off against his predecessor, Alex Villanueva, in the upcoming Los Angeles County sheriff’s race.
