House Votes to End Clock Changes. Here's What It Means for California

For millions of Americans tired of changing their clocks twice a year, a major step toward ending the tradition has just happened.

The U.S. House of Representatives voted 308-117 on Tuesday to approve the Sunshine Protection Act, a bill that would make Daylight Saving Time permanent across most of the country. If the measure ultimately becomes law, Americans would no longer "spring forward" in March or "fall back" in November.

However, despite the House vote, Californians will still be changing their clocks this year.

Why Doesn't California Already Have Permanent Daylight Saving Time?

Many Californians may remember voting on Proposition 7 in 2018. The measure passed with nearly 60% of the vote and gave the California Legislature the authority to pursue permanent daylight saving time.

But there was one major catch.

Federal law currently prevents states from adopting permanent Daylight Saving Time on their own. While states can choose to remain on permanent Standard Time—as Arizona and Hawaii do—they cannot switch to permanent Daylight Saving Time without approval from Congress.

That means Proposition 7 cannot fully take effect until:

• Congress passes federal legislation allowing permanent Daylight Saving Time.

• The President signs the bill into law.

• The California Legislature then approves its own legislation with a two-thirds vote to officially implement the change statewide.

What Happens Next?

The Sunshine Protection Act now heads to the U.S. Senate.

This isn't the first time the proposal has reached this stage. A similar bill passed the Senate unanimously in 2022 but stalled in the House before becoming law.

This time, the situation is reversed: the House has approved the bill, and the Senate will decide whether to move it forward. If senators approve it, the legislation would then go to President Donald Trump, who has expressed support for ending the twice-yearly clock changes.

Why Is This So Divisive?

While many Americans dislike changing their clocks twice each year, there is still debate over which time should become permanent.

Supporters of permanent Daylight Saving Time say it would:

• Eliminate disruptions caused by changing the clocks.

• Provide more daylight during evening hours.

• Potentially reduce traffic crashes and workplace injuries associated with time changes.

• Encourage outdoor recreation and evening shopping during winter months.

Opponents argue permanent Daylight Saving Time could:

• Create very dark winter mornings.

• Children wait for school buses before sunrise.

• Push sunrise to nearly 9 a.m. in some parts of the country.

• Disrupt natural sleep patterns for some people.

Some sleep experts have instead advocated for making Standard Time permanent because it aligns more closely with the body's natural circadian rhythm.

What It Means for the Antelope Valley

For residents across Lancaster, Palmdale, Quartz Hill, and the surrounding Antelope Valley, nothing changes—for now.

Clocks are still expected to "fall back" one hour this November unless Congress, the President, and the California Legislature all complete the remaining steps before then.

If the legislation eventually becomes law and California adopts permanent Daylight Saving Time, winter evenings would stay brighter later, but sunrise would also come later during the coldest months of the year.
